(WAM)- Under the Auspices of H.H Sheik Khalifa Bin Zayed Al Nahyan, the President of the UAE, Sheikh Mansour Bin Zayed, Deputy Prime Minister, and the Minister of Presidential Affairs witnessed today the XXII-INCOSAI Inauguration which is hosted by the SAI of the UAE to enhance the professional status for the country in the field of financial audit and anti-corruption in the public sector. 700 participants from 192 country and 15 International Organization reviewing working papers presented by 165 SAIs. The Congress is Held in Abu Dhabi National Exhibition Center (ADNEC) and it will take place until 11th Dec 2016.

H.H Sheikh Mansour Bin Zayed Al Nahyan, the Deputy Prime Minister, and the Minister of Presidential affairs thanked attendant on their great work for the sustainability long term policies that helps all SAIs and decision makers to maintain these policies through enhancing transparency and disclosure of the public finance performance. On Behalf H.H Sheikh Khalifa Bin Zayed Al Nahyan, UAE President Sheikh Mansour whishes all the successes for this Congress.  

H.H indicated that this Congress is an important event and a real chance to express the importance of the International cooperation to enhance the audit methodologies and methods, management systems, and good governance which is in line with the best International practices in the audit field on public sector. 

 “We have a clear vision to improve the level of the audit work which enable the UAE to gain a prominent position among the trusted International and regional SAIS by adopting advanced audit rules and regulations compatible with the superior International Standards.” H.H said. 

H.H praised the leading role played by the INTOSAI to enhance financial audit, protect public funds, and strengthening the principles of integrity, transparency, accountability and fighting corruption. 

H.H draw attention that the next phase along with work and challenges at both national and International level puts more load on the national capabilities burden, and will register the new pages of the next audit work in line with achievement and success promoted by getting the trust of International audit family. 

 “The UAE presidency of INTOSAI could not be achieved without the national help which reflects the development level that UAE witnessed in implementing the professional standards that in lines with the legal and national frameworks to enhance good governance and keep it independency and enhance its performance”. Said H.H Sheikh Mansour Bin Zayed Al Nahyan 

He indicated that embracing the XXII-INCOSAI by the UAE comes with its vision of civilization. This considered a new chapter in the International achievements of the UAE that reflects the level of the civilization achievement and intellectual growth that national performance level is characterized with at the international level.



” I’m confident that this Congress will represent an important juncture and a milestone at the International efforts that willing to provide possibilities and evaluate opportunities to serve the strategic plan of the organization. This will benefit All INTOSAI members and it will be an effective International framework to coordinate movements in this field and a main starting point for more work and effort during the next period.” said H.H.

H.E Hareb Alamimi, the President of the UAE SAI said in his opening speech “UAE ensured hosting this Congress based on its deep beliefs of the important role played by the SAIs in the world and its tasks assigned to it in supervising and financial audit on implementing the UAE public budget, submitting the audit reports for the competent legislative authorities which enable evaluating the different development plans and projects to the benefit of the people and society.” 

 He added “this Congress is a coronation for all the efforts and the limitless and continues support that the SAI of the UAE gets from the political leadership, to enable it to practice their functions independently to strengthen the principles of  transparency, accountability and anti-corruption in which ensures implementing the developing plans efficiency and effectively.” 

H.E Hareb Alamimi draw attention that the International society puts the sustainable development issue on its priority list as a main goal to improve the living standards in the world as it is mainly relies on the effectiveness and efficiency of the policies and the financial regulations related to managing and using the public funds in aspects of payment, collection and the efficiency level of the institutional control tools”. He indicated that this on the first place depends on having an effective SAIs able to hold the Executive Authorities accountable and preserving public funds. Hence the importance of INTOSAI Organization which includes in its membership more than 192 SAIs. Since its establishment, the INTOSAI worked in strengthening their principle “mutual experience benefits all” for its belief in the importance to upgrade professional efficiency for SAIs by sharing knowledge and experiences between them in different fields that related to financial audit in the public sector and professional capacity building for the auditors. 

He also said after 70 years of the INTOSAI establishment and the increasing role of the SAIs at the international level and acknowledging the important and strategic vital role of the financial audit in the public sector. The INTOSAI became a professional organization responsible of setting the financial audit standards in the public sector and its expansion role to become an important partner of the UN especially in the upcoming phase and related role in implementing the UN 2030 agenda for sustainable development goals. 

The General Secretariat of the INTOSAI said “participating in this Congress is representing a successful path of the organization not only in financial audit but also the success of each SAIs individually. The organization works on enhancing financial sustainable development during the upcoming phase in addition to the implementation of the good governance and increasing experiences by providing full support for the state members.” 

She also thanked the government and people of the UAE for their warm reception, hospitality and the distinguished preparation to host the Congress. 

She clarified that the INTOSAI includes all SAIs of all state members in the UN. Since its establishment in 1953, the INTOSAI held a Congress every 3 years that includes all the members in addition to international organizations and professional institutions representatives. 

H.E Liu Jiyayi, Auditor General of the National Audit Office of the People’s Republic of China, the main goals of the government audit represented in achieving national governance as the INTOSAI is continuously working in enhancing the rules of the international audit through effectiveness, transparency and efficiency .This is to enhance the supreme audit work in addition to explore ways that helps the SAIs to support the UN 2030 agenda for sustainable development goals.

He also added that this professional Congress reflects the trust of the SAIs community in the world of the professional level that has been made by the SAI of the UAE through its regional and international participations which made it competent to host this international event. Thus, the UAE becomes the second Arab country to host this Congress after Egypt which hosted this event in 1995.

H.E Woo Hong Bo the UN General Secretariat representative of Economic and Social Affairs said “the INTOSAI should keep it close liaison with the UN as we worked in enhancing this relationship especially since the INTOSAI gets its place in the framework of the economic and social Council. This led the United Nation General Assembly to approve a resolution. The role of SAIs was acknowledged in enhancing the financial audit and general accountability to implement the development priorities. 

He also pointed out that this Congress is being held in an important and vital period as it’s the first year to implement the UN 2030 agenda for the sustainable development and achieving goal number 17 to eliminate poverty and provide peaceful, healthy and luxurious life. Also indicating in the necessity to concentrate on the capability of the organization to help especially in achieving the sustainable development goals and enhancing anti-corruption and held related people accountable by making a positive change around the world.

He indicated that the external auditors providing many things for the legislate and government bodies and society in the framework of the sustainable development to enhance effective competence and transparency in addition to allocating resources to the most needed categories to achieve the sustainable development.

H.H Sheikh Mansour Bin Zayed Al Nahyan witnessed during the Inauguration ceremony of UAE taking the Chair of the INTOSA presented by SAI, headed by H.E Hareb Alamimi, he conferred H.E Liu Jiyayi, Auditor General of the National Audit Office of the People’s Republic of China the independent medal of first degree, and conferred H.E Husam Bin Abd-Almuhsen, Second Vice-Chairman, President of General Audit Bureau KSA independent medal of second degree. 

H.H Sheikh Mansour Bin Zayed Al Nahyan met the heads of participated delegations in the Congress and talked about the raised subjects in the agenda and he wished them best of luck in achieving the intended goals of this international congress. He also visited the exhibition of the XXII-INCOSAI with the Ministers. 

700 participants of expertise, scientists and researchers in the field of financial audit and anti-corruption the public sector participating in this Congress. 

The XXII-INCOSAI agenda includes three plenary sessions of 2 important themes, theme I: How can INTOSAI contribute to the 2030 Agenda for Sustainable Development and theme II: What can promote INTOSAI's credibility to become a more prominent international organization? In addition to 8 breakaway sessions and closing plenary session that will discuss and issue Abu Dhabi declaration. 

The XXII-INCOSAI will adopt a number of important subject listed in the agenda and on top of it the amendment and reformulation of the INTOSAI statutes with an initiative of the State Audit Institution of the UAE and then adopting the INTOSAI Strategic Plan from 2017-2020 in addition to approving professional degrees for auditors and professional capacity building programs in SAIs. 

the most important outcome of this International grouping is passing the INTOSAI presidency to the UAE represented by the SAI, this is in addition to an international and strategic initiative led by the SAI of UAE in cooperation with the UN and alliance of number of SAI’s friendly countries to create a joint working group to set an appropriate mechanism to ensure and review implementation of UN 2030 Agenda for Sustainable Development.
